I have a VW jetta 3 (fuel injectioned) that is revving by itself even though the gear is in neutral?

It has done this before a year ago, then the problem seemed to instantly disappear the next day. Then recently it started doing this again more periodically. Does anyone have some advice for me?I have a VW jetta 3 (fuel injectioned) that is revving by itself even though the gear is in neutral?If it happen in morning and in cold condition, its normal.
