Why do the headlights of my 2000 BMW 323ci keep flashing?

I currently own a 2000 323ci BMW. The headlights keep flashing as if a wire is faulty, and in the dashboard it shows that one of the back lights is off even though it’s perfectly fine. I took it to my mechanic and he said to buy an electronic cleaner for the fuses but that didn’t help. I was wondering if it could be a ground cable, or fuse? In lamest terms are they white looking lights that illuminate the road more compared to the halogen yellow lights found on the average car? Some Xenon headlights on BMW's tend to Flicker at night, it could be an electrical problem causing the flickering, or one of the headlights might give in soon. If they are the yellow halogen headlights its most likley an electrical issue, check the bulbs to verify they are not giving in.

Now as to the Tail Lights be aware that reading the Manual and watching the DVD %26amp; Tapes that are equipped with the car are very helpful. All BMWs have a back up Bulb, they have an extra light bulb that will come on immediatly as soon as one bulb gives in or fuses out. The dashboard lights will indicate that a light has fused and its time for you to replace it though the backup light will still work hence this is why you still see the tail light working. The back up Bulb only works for a couple weeks or up to a month and it will then fuse out, it was not made to replace the previous Bulb but only to substitute the issue while the original Bulb gets replaced. Replacing a bulb on a BMW tail light is relatively inexpensive but if you have an electrical problem in one of the tail lights it will cost you around $90-$110 to repair. In the unfortunate event that you may need to replace one of the front Xenon head lights thats where you have a problem. The projector Bulbs alone with out the purchase of an entire headlight can cost you $300 each. Foremost is to change your mechanic for he seems to know little of BMW's.

Look at the 2 issues as 2 independent problems.

The rear light(s) could have bad contacts (corroded or melted) so that the cluster interprets the added resistance as a bad bulb. So check the bulbs and replace all that are bad (left and right rear light assemblies including the 3rd brakelight at the top of the rear windshield). Make sure that the sockets of the bulb carrier are not pitted for if so then you need to replace the whole carrier. Check also the cable connectors to the bulb carriers for melted pins or contacts. If melted then the connector, carrier, and corresponding wire has to be replaced. There is a bulletin which requires the addition of another ground wire to the carrier, do this to both sides.

Re the front headlights flashing (both as per your statement), first check the grounding, then the connectors to the headlights, correct any looseness. Now if your headlights are plain jane halogen lights and there are no loose grounds or contacts, then the lamp control module (which is the main light switch) should be replaced. But if they are xenon lamps then it is a more complex problem.

The most frequent source of problems are the bulbs and ignitors. BMW recommends replacing both if possible. Next is the control module (one on each headlight). If after replacing all of these the lights are still bad then the lamp control module also has to be replaced. Professional Technicians

do not just replace costly parts of a xenon headlight. They swap parts from left to right as much as possible. But if both sides are bad, then there is no alternative but to throw parts at the problem until it is resolved.
